Time Warner and Comcast have announced pilot programs to address the problem of resource hogs. While Time Warner is trying tiered pricing, Comcast aims to punish the most abusive users rather than particular applications, Ed Foster reports in this Gripe Line installment. “The fact of the matter is both pilot programs raise some bigger concerns about net neutrality,” Foster writes. Perhaps that’s because YouTube and other video-over-IP services don’t just consume lots of bandwidth, they threaten the cable business itself. “As with everything in the net neutrality debate, balancing the established interests of different industries while leaving the door open to new technology and yet-unthought-of industries is not going to be easy.” Technology Industry
